Messrs. Sassoon and Co. to Foreign Office.-(Received August 24.)

12, Leadenhall Street, London, August 23, 1907. REFERRING to your letter of the 20th ultimo, we regret to inform you that, from information received to-day by telegram from our Shanghae branch, it would that a Proclamation has been issued establishing as from the 8th September appear next a Government monopoly in the sale of opium.

This second effort of the Viceroy of Nanking to establish a monopoly clearly indicates the intention of the Chinese Government to violate the terms of the Treaties of 1842 and 1850, which would be a matter of very serious importance to British and Indian trade.

We respectfully urge that this proposal of the Chinese Government should receive the earnest and immediate attention of His Majesty's Government, in view of the Viceroy's evident desire to foreclose discussion by making the Decree effective before adequate representations can be made.
